Many players want to know what happened to Joe Barbaro in Mafia 3 The developers had promised to answer that question, and they did…Although they just raised more questions by doing that. We hear about Joe during one of Vito’s missions.

Everyone thinks that Joe’s been assassinated. However, in one of the later cutscenes we can see a man that resembles Joe quite a bit. Most likely, Joe managed to get away from the gangsters and flee to New Bordeaux without anyone knowing about it, including his old friend Vito.
